The Noida Master Plan 2031 is a long-term urban development blueprint designed to guide the growth of Noida as a modern, well-planned city. Prepared by the New Okhla Industrial Development Authority (NOIDA), the plan focuses on improving infrastructure, connectivity, housing, and economic opportunities. Noida, located in Gautam Buddh Nagar district, was originally developed as an industrial township. Over time, it has transformed into a major residential and commercial hub within the National Capital Region (NCR). The master plan aims to support this rapid growth in a structured and sustainable manner. Key Objectives of the Master Plan The primary goals of the plan include: Enhancing road and rail connectivity with Delhi, Greater Noida, and nearby regions Promoting employment opportunities through industrial and commercial development Creating a balanced urban environment with residential, commercial, and green spaces Improving overall quality of life for residents Land Use Distribution The master plan divides land into different categories to ensure organized development: Residential: Largest share (around 37%) for housing Industrial: Dedicated areas for industries and manufacturing Commercial: Spaces for offices, retail, and business hubs Recreational: Parks, green belts, and open spaces Public facilities: Schools, hospitals, and civic infrastructure Transport: Roads, metro corridors, and connectivity networks This structured distribution ensures that Noida functions as a self-sustained city with all essential services available within sectors. Sector-Based Planning Noida is developed using a grid-based sector layout , where roads run in a systematic pattern connecting different areas. Each sector is designed to include residential, commercial, and public facilities, making it easier for people to live, work, and access services within close proximity. Infrastructure & Connectivity Plans Metro Expansion The plan proposes expanding metro connectivity from Noida towards Greater Noida, improving public transport and reducing travel time. Around 14 new metro stations are planned as part of this expansion. Road & Expressway Development New road links are proposed to improve connectivity between Noida and nearby cities like Faridabad and Greater Noida. These projects aim to reduce congestion and improve traffic flow. Industrial & Commercial Growth The plan focuses on developing industrial clusters , including IT parks, SEZs, and business hubs. These areas are expected to generate employment and boost economic activity. Commercial centers are distributed across different sectors to support retail, office spaces, and entertainment zones, ensuring balanced urban growth. Mixed Land Use Concept A key feature of the plan is the introduction of mixed land use , where residential, commercial, and institutional activities can coexist within the same area. Population & Future Growth The plan is designed to accommodate a population of over 2.5 million people by 2031 , reflecting Noida s rapid expansion. It ensures adequate infrastructure and housing to support this growth. Future Developments (Master Plan 2041) A new expansion plan (Master Plan 2041) has also been proposed to further develop areas like Dadri-Noida-Ghaziabad Investment Region (DNGIR). This will include industrial hubs, residential zones, and large-scale infrastructure projects to support future urban growth.
