Faridabad Metropolitan Development Authority to Be Formed: Haryana CM

On September 13, 2018, Haryana Chief Minister Manohar Lal Khattar announced that the state government would establish the Faridabad Metropolitan Development Authority (FMDA) . Highlighting Faridabad s position as Haryana s second-largest city after Gurugram, he said the new authority would be set up on the lines of the Gurugram Metropolitan Development Authority to ensure planned and streamlined urban development. The announcement was made during a press briefing, where the chief minister reviewed the performance of the Town and Country Planning Department, a portfolio currently overseen by him. He outlined several regulatory reforms introduced over the past four years to improve urban planning across the state. One of the key changes discussed was the revision of construction norms under the Haryana Building Code 2017 . Under the updated rules, property owners are now permitted to construct stilt parking along with four residential floors on their plots. Earlier, construction was restricted to stilt plus three floors within a height limit of 15 metres. Registration for buildings constructed under the revised norms was opened from September 13, 2018. The chief minister explained that the revised building code was introduced to eliminate inconsistencies and bring uniformity in building by-laws followed by various development authorities across Haryana. To address parking challenges in residential areas, stilt parking has been made mandatory, along with the provision of at least one car parking space on every residential plot. Additionally, the use of basements for residential purposes has been allowed, subject to compliance with fire safety, ventilation, and lighting standards. Khattar also spoke about incentives for green buildings , stating that property owners could receive an additional Floor Area Ratio (FAR) benefit ranging from 3% to 15% . This incentive applies if buildings incorporate features such as solar power systems and facilities for efficient water and waste management. Further, the chief minister announced the formation of an Appellate Tribunal to hear appeals against decisions of the Haryana Real Estate Regulatory Authority (HRERA). The tribunal s office is proposed to be located in Karnal. He noted that HRERA had received over 800 complaints, many of which had already been resolved, while the remaining cases were under process. In another major update, the Haryana Shehri Vikas Pradhikaran (HSVP) revealed plans to launch multiple new residential sectors during the financial year, including sectors reserved exclusively for defence personnel. These developments are proposed across several districts, with thousands of residential plots expected to be offered statewide. The chief minister also informed that several metro stations on the Bahadurgarh Mundka corridor and the Mujesar (YMCA Chowk) Ballabhgarh Metro line had been renamed to honor prominent personalities and local identities.
