Self-Redevelopment Delayed as Maharashtra Awaits Single-Window Clearance

Approximately 10,000 cooperative housing societies across Maharashtra are eager to initiate self-redevelopment but face delays due to the lack of a single-window approval system. The majority of these societies are located in Mumbai, Thane, and Pune and are over 30 years old. They require multiple government clearances, slowing down the redevelopment process. Pending Implementation of the Single-Window System In 2019, the Maharashtra Housing Department proposed a single-window clearance system to streamline approvals for self-redevelopment. The Maharashtra State Cooperative Bank was designated as the nodal agency to oversee the process. However, despite the proposal, the system is yet to be implemented, causing significant delays for housing societies interested in redevelopment. Currently, Maharashtra has 1.25 lakh registered housing societies, and nearly 50% are considering redevelopment. While many societies are willing to opt for self-redevelopment, they remain hesitant due to bureaucratic hurdles. The approval process requires clearances from multiple departments, including: Property Tax Department Electricity Board Collector s Office To address these challenges, the Maharashtra State Cooperative Federation has urged the Chief Minister to enforce the 2019 resolution, ensuring faster approvals and smoother redevelopment for societies. Subsidized Loans & Bureaucratic Challenges The State Government had also proposed subsidized loans at 4% interest for societies opting for self-redevelopment. However, due to the complex approval process, many societies have been reluctant to proceed, despite the financial benefits. Meanwhile, the State Cooperative Department has confirmed that no recent proposals for self-redevelopment have been submitted, despite the government s assurance of deemed conveyance approval within a month. On a national level, the Central Government through the National Cooperative Union of India is actively promoting self-redevelopment as a way to increase affordable housing options. How the Single-Window System Will Work To simplify the approval process, the proposed single-window system will feature an online platform where developers and housing societies can: Submit redevelopment proposals digitally Check regulatory guidelines before applying Track applications and receive correction requests online Pay required fees, premiums, and taxes via an integrated portal Receive No Objection Certificates (NOCs) and final approvals digitally If implemented, this system will eliminate unnecessary delays, making self-redevelopment more efficient for housing societies.
