As part of the Maharashtra government's 100-day action plan, the Maharashtra Housing and Development Authority (MHADA) is launching an online platform to simplify lease agreements and the conveyance process for buildings and plots in Mumbai. This initiative, led by Chief Minister Devendra Fadnavis and Deputy Chief Minister & Housing Minister Eknath Shinde, aims to introduce key administrative reforms for efficient public service delivery. Digital Transformation for Housing Processes The Maharashtra government is focusing on reducing manual intervention by automating processes. During a recent review meeting, MHADA Vice President and CEO, Sanjeev Jaiswal, emphasized the need for a digital system to accelerate the execution of conveyance deeds and lease agreements. Mumbai Board oversees 114 layouts, many of which include aging and poorly maintained housing colonies that require urgent redevelopment. Since the conveyance of buildings is a prerequisite for redevelopment, streamlining this process is crucial. Jaiswal has instructed officials to draft a Standard Operating Procedure (SOP) for the lease deed process under a Single Window System. A checklist of required documents will also be provided to ensure smoother and faster processing. Key Measures for Housing Societies and Redevelopment Housing societies seeking ownership of their properties will be required to submit a self-declaration form, which will soon be available in a standardized digital format. MHADA has built approximately 9 lakh housing units across Maharashtra, with 2.5 lakh of them under the jurisdiction of the Mumbai Board. Estate managers have been directed to compile a list of housing societies and buildings within two weeks to facilitate the transition. Additionally, an external agency will conduct a survey of MHADA housing colonies and tenements to maintain accurate records of available housing stocks, including vacant and unsold units. Officials are also required to submit reports detailing outstanding service charges and lease dues for each building within two weeks. Enhancing Encroachment Control and Estate Management To strengthen property management, MHADA is reinforcing its Encroachment Removal Unit by deploying additional personnel, vehicles, and CCTV surveillance. A new encroachment unit will also be established under the Mumbai Building Repairs and Reconstruction Board to address illegal occupancy and ensure better housing governance.
