Real Estate Industry Consolidation: Over 50% Developers Exited Top Indian Markets

India's residential real estate sector went through significant consolidation between 2011-12 and 2017-18. During this period, the number of active developers declined substantially across several major property markets.

The trend indicated a shift in the industry, with larger and more established developers gaining a greater share of new project activity while many smaller players struggled with funding, sales and project execution.

Developer Numbers Declined Across Major Cities

According to PropEquity research cited in the 2019 reports, more than 50% of the developers that existed in India's top nine cities during 2011-12 had left the market by 2017-18.

The consolidation was particularly visible in markets such as Gurugram, Noida and Chennai, where the number of developers with active projects had reduced sharply.

Other major markets, including Bengaluru and Kolkata, also experienced substantial reductions in the number of active developers.

Gurugram and Noida Saw Major Consolidation

The NCR market was among the areas where developer consolidation was especially significant.

In Gurugram and Noida, the number of active developers had fallen by roughly 70% compared with the 2011 base, according to the historical analysis.

At the same time, the share of projects launched by the largest developers increased significantly.

For example, the top 10 developers accounted for approximately:

  • 55% of project launches in Gurugram, compared with 28% in 2011

  • 78% in Noida, compared with 52% in 2011

These figures show how project activity became increasingly concentrated among larger developers.

Developer Consolidation in Other Cities

The reduction was not limited to Delhi-NCR.

The historical research indicated substantial consolidation in:

  • Chennai

  • Bengaluru

  • Kolkata

  • Hyderabad

  • Mumbai

  • Pune

A later industry analysis based on the same broader consolidation trend showed developer exits of around 78% in Chennai, 65% in Bengaluru, 58% in Gurugram and Thane, 54% in Mumbai, 52% in Noida, 47% in Hyderabad, 45% in Kolkata and 28% in Pune for the relevant period.

These percentages come from a later analysis of the consolidation cycle and should not be treated as current developer counts.

Why Were Developers Leaving the Market?

Several factors contributed to the consolidation of the real estate sector.

1. Liquidity Constraints

Developers faced increasing difficulty accessing funding, particularly smaller and mid-sized companies.

The liquidity crisis following the IL&FS-related financial disruption further affected the availability and cost of capital for real estate businesses.

2. Slow Housing Sales

Slower sales meant that developers took longer to recover the money invested in projects.

This created additional pressure on companies with large debt obligations or multiple ongoing developments.

3. High Unsold Inventory

A large amount of unsold residential stock remained in several major markets.

Developers therefore became more cautious about launching new projects and increasingly focused on selling existing inventory.

4. Regulatory Changes

The implementation of RERA, GST and other regulatory changes increased compliance requirements and changed the way developers operated.

While these reforms were intended to improve transparency and protect homebuyers, smaller developers could face greater compliance and financing challenges during the transition.

Larger Developers Gained Market Share

As smaller developers exited or reduced their operations, established developers gained a larger share of the market.

The shift was supported by buyers' preference for companies with:

  • Stronger financial resources

  • Established brands

  • Better project delivery records

  • Greater construction capabilities

  • Easier access to financing

  • Greater perceived security for homebuyers

The trend was therefore not simply a reduction in the number of developers; it also represented a change in the structure of the residential real estate industry.

Impact on Homebuyers

Industry consolidation could have several implications for property buyers.

With fewer developers controlling a larger portion of new supply, buyers could have fewer developers to choose from in some markets.

At the same time, buyers may place greater importance on the financial strength and delivery history of a developer before purchasing an under-construction property.

Before buying, customers should check:

  • RERA registration

  • Developer's previous projects

  • Construction progress

  • Possession history

  • Financial obligations attached to the project

  • Project approvals

  • Quality of construction

  • Customer complaints

  • Existing unsold inventory

Impact on Real Estate Supply

The reduction in the number of active developers also affected the number of new projects entering the market.

Developers became more cautious about launching projects because of weak demand, financing constraints and high inventory levels.

This helped shift the market from a period of aggressive supply growth towards a more controlled approach to new launches.

What the Consolidation Meant for the Industry

The 2011-12 to 2017-18 period marked a significant structural change in India's real estate sector.

Smaller developers faced increasing pressure while larger organised companies expanded their market share.

The trend was particularly visible in Gurugram, Noida and Chennai, while other major cities also experienced substantial consolidation.

Conclusion

The Indian real estate sector experienced major developer consolidation between 2011-12 and 2017-18. More than half of the developers operating in the top nine markets during the earlier period had exited by 2017-18, according to the historical research.

Gurugram, Noida and Chennai saw particularly sharp reductions, while Bengaluru, Hyderabad, Kolkata, Mumbai, Thane and Pune also experienced significant changes.

For homebuyers, the trend highlights the importance of checking a developer's track record, financial position, project approvals and construction progress before making a property purchase.
