Delhi-NCR Real Estate Market: April-June 2019 Trends

Delhi-NCR remained one of India's major residential real estate markets during the April-June 2019 quarter. The market was influenced by changing buyer sentiment, regulatory reforms, infrastructure development and the large amount of unsold housing inventory.

During this period, buyers showed greater interest in affordable and mid-income homes, while developers continued to face challenges related to funding, project delays and unsold stock.

Key Trends in Delhi-NCR Real Estate

The Delhi-NCR housing market was going through a period of cautious recovery in 2019. Regulatory measures such as RERA and changes in GST were helping improve buyer confidence, although the market still faced substantial inventory pressure.

The broader national market also saw Delhi-NCR, Mumbai, Bengaluru, Chennai and Hyderabad among the major contributors to housing sales.

Strong Demand for Affordable Housing

Affordable housing remained an important segment during the quarter.

Properties priced below Rs 40 lakh accounted for a significant portion of housing demand in Delhi-NCR. The middle-income segment, covering homes priced between Rs 40 lakh and Rs 1 crore, also remained important.

Historical data for the quarter showed:

  • Affordable housing demand in Delhi-NCR: 36%

  • Affordable housing supply: 23%

  • Middle-income housing demand: 29%

  • Middle-income housing supply: 33%

  • Luxury housing demand: 35%

  • Luxury housing supply: 44%

These figures indicate the demand and supply distribution recorded in the 2019 report and should not be interpreted as current market shares.

Unsold Inventory Remained a Concern

One of the biggest challenges for Delhi-NCR's property market was the high level of unsold housing stock.

The 2019 report estimated around 1.80 lakh unsold residential units in Delhi-NCR. The large inventory affected pricing, new launches and rental-market conditions.

Developers were also dealing with financing constraints, particularly after difficulties in the NBFC sector.

Under-Construction Projects Faced Challenges

Demand for under-construction homes remained relatively weak because buyers were concerned about delayed projects.

Across India's major metro markets, around 5.61 lakh housing units, representing approximately Rs 4.5 lakh crore, were reported to be stuck at different stages of completion.

In Delhi-NCR, stalled and delayed projects were a major concern for homebuyers. The involvement of agencies such as NBCC in taking over certain stalled developments was viewed as a possible way to address some of these issues.

Impact of RERA

The implementation of the Real Estate (Regulation and Development) Act, or RERA, was an important development for the sector.

RERA was intended to improve transparency, regulate developers and provide a mechanism for addressing homebuyer complaints.

The Delhi RERA authority had also launched its online portal around this period, while Haryana and Uttar Pradesh were operating their respective regulatory frameworks.

For buyers, regulatory mechanisms offered greater access to project information and grievance redressal.

Rental Market in Delhi-NCR

The rental market continued to remain active, although high unsold inventory kept rental growth relatively controlled in Delhi-NCR.

Compared with some other major cities, Delhi-NCR did not record strong rental growth during this period.

Rental performance varied considerably between individual localities depending on factors such as:

  • Metro connectivity

  • Employment hubs

  • Educational institutions

  • Social infrastructure

  • Availability of housing

  • Property type

Major Residential Markets in Delhi-NCR

The broader Delhi-NCR region includes several important residential markets.

Gurugram

Gurugram continued to attract buyers because of its corporate offices, employment opportunities, expressway connectivity and expanding residential corridors.

New Gurgaon and Sohna Road were among the areas attracting attention, particularly in relatively affordable housing segments.

Noida

Noida remained an important residential market because of its planned sectors, infrastructure and proximity to Delhi.

The availability of comparatively affordable housing also supported demand.

Greater Noida

Greater Noida offered larger residential developments and relatively lower entry prices in several locations.

Infrastructure and industrial development were considered important factors for its future residential demand.

Ghaziabad

Ghaziabad benefited from its proximity to Delhi and improving transport connectivity. However, certain areas continued to face issues related to inventory and buyer sentiment.

Infrastructure as a Growth Driver

Infrastructure development remained an important factor influencing Delhi-NCR's real estate market.

Projects involving metro expansion, highways and regional connectivity were expected to improve accessibility and support residential development in surrounding areas.

Improved connectivity can also increase the attractiveness of peripheral locations by reducing travel time to employment and commercial centres.

Buyer Preference in 2019

The market data suggested that buyers were showing strong interest in relatively affordable housing.

Homes below Rs 50 lakh accounted for more than half of housing sales nationally during the period covered by the report. This reflected the importance of affordability in the residential market.

Buyers were also increasingly cautious about purchasing under-construction properties because of concerns over delivery delays.

What Buyers Should Check

Anyone studying Delhi-NCR property should consider:

  • Project RERA registration

  • Builder's previous delivery record

  • Construction status

  • Possession timeline

  • Total property cost

  • Maintenance charges

  • Connectivity

  • Nearby employment hubs

  • Schools and hospitals

  • Legal title and approvals

  • Existing unsold inventory

  • Rental demand

For under-construction projects, buyers should pay particular attention to the developer's financial position and construction progress.

Outlook for Delhi-NCR

The April-June 2019 period showed a market balancing between improving buyer confidence and significant structural challenges.

Affordable and mid-income housing remained important demand segments, while high inventory and delayed projects continued to affect the market.

Regulatory reforms, infrastructure development and efforts to address stalled projects were among the factors expected to influence the future direction of Delhi-NCR real estate.
